UAD Department Instructs Urban Local Bodies to Identify Suitable Sites for the Scientific and Safe Disposal of Animal Carcasses

Acting on the directive issued by Chief Minister Shri Vishnu Deo Sai during the Collector-SP Conference held in Raipur last month, the Urban Administration & Development Department has instructed all urban bodies across the state to identify suitable sites for the “scientific and safe disposal” of cattle and other animal carcasses in cities. The department has circulated instructions to all urban local bodies to ensure disposal within 48 hours in compliance with “environmental standards and bio-security regulations”.
In a circular issued by the UAD Department to Commissioners of all Municipal Corporations, Chief Municipal Officers of Municipal Councils, and Nagar Panchayats, the department has directed that each urban body must select and designate appropriate sites for the scientific and secure disposal of cattle and other animal carcasses. The disposal site must be located at a sufficient distance from populated areas and must strictly adhere to the prescribed environmental and biosecurity norms.
The Urban Administration Department has instructed local bodies to designate specific zones for carcass disposal and ensure strict adherence to the approved procedural standards. The circular specified that the disposal process is governed by provisions under Section 258 of the Chhattisgarh Municipal Corporation Act, 1956 (“Disposal of Dead Animals”) and the Model Bye-laws, 2002 related to the disposal of waste, refuse, filth, dead animals and offensive matter for municipal corporations, as well as Section 289 of the Chhattisgarh Municipalities Act, 1961 concerning the “special provisions for the disposal of dead animals”.
Under the Public Service Guarantee Act, 2011, the service of animal carcass disposal must be provided mandatorily within the stipulated 48-hour timeframe.
