A three-month Preventive Vigilance Campaign was inaugurated at the SECL Headquarters in Bilaspur, as per the directives of the Central Vigilance Commission (CVC), New Delhi. Chief guest on the occasion was Shri P. Dayanand, Secretary to the Chief Minister.

The event was presided over by SECL CMD Shri Harish Duhan. Special guests included Shri Sunil Jain, Commissioner, Bilaspur Division; Shri N. Franklin Jayakumar, Director (Technical – Operations & Planning/Projects); Shri Biranchi Das, Director (Human Resources); and Shri Himanshu Jain, Chief Vigilance Officer.

The program commenced with the traditional lighting of the lamp, followed by garlanding of Sardar Vallabhbhai Patel’s portrait by the dignitaries as a mark of respect. Subsequently, the Coal India corporate song was presented.

CMD SECL Shri Harish Duhan then administered the Integrity Pledge to all attendees.

Chief guest Shri P. Dayanand emphasized that transparency is essential in the public sector, whether it is PSUs or state governments. He stated that such initiatives undoubtedly promote vigilance and a transparent work culture. He also stressed that public sector undertakings and the state government are complementary to each other and that mutual cooperation and coordination are crucial for regional development.

In his presidential address, CMD Shri Harish Duhan appealed to every member of Team SECL to carry out their duties within the framework of rules and policies, with complete honesty and integrity.

Expressing gratitude towards the state government, he noted that SECL continuously receives guidance and support from the state, which has enabled progress in land acquisition for mega projects this year. He also discussed further cooperation needed from the state government, especially in land acquisition and other critical areas.

Chief Vigilance Officer Shri Himanshu Jain shared that the theme of this year’s campaign, as set by the Central Vigilance Commission, is:
“Vigilance: Our Shared Responsibility.”
He outlined five key focus areas of the campaign:

Resolution of pending complaints

Disposal of pending cases

Capacity building programs for officers and employees

Effective asset management

Promoting digital initiatives to make work processes more modern and transparent

He also highlighted various efforts undertaken by SECL’s Vigilance Department to improve operational transparency, such as:

Third-party testing for coal quality

CCTV surveillance and real-time supervision

SOP-based bill processing in procurement

FIFO clearance and SAP-based tracking

Machine verification and digital tagging for better asset management

Use of digital platforms like Jatayu Dashboard, DigiCoal, and the Integrated Command and Control Center to enhance operational transparency and monitoring

The event was attended by Shri Nageshwar Rao, General Manager (Vigilance), along with heads of all departments, officers, and employees from the headquarters.
