In a significant push toward stronger transparency, punctuality, and administrative efficiency, the Government of Chhattisgarh today announced the rollout of the Aadhaar-based Biometric Attendance System (AEBAS) across all departments operating from the Mantralaya complexes \u2014 Mahanadi Bhawan and Indravati Bhawan.<\/p>\n
During a senior officers\u2019 meeting earlier in the day, a live demonstration of the new system \u2014 including facial authentication\u2013based attendance and wall-mounted Aadhaar-enabled biometric devices \u2014 was presented to all Secretaries in the presence of the Chief Secretary. As directed, testing of the system will begin tomorrow, with full mandatory attendance through AEBAS coming into force in Mantralaya starting 01 December 2025.<\/p>\n
Chief Secretary Shri Vikas Sheel has further instructed that AEBAS be extended to all Directorates with effect from 01 January 2026, underscoring the administration\u2019s stance that punctuality is non-negotiable. All officers have been advised to ensure strict adherence.<\/p>\n
*Attendance Methods for Employees*<\/p>\n
Under the new protocol, employees will be required to mark attendance twice daily \u2014 \u201cIN\u201d upon entering and \u201cOUT\u201d upon leaving \u2014 through either of the following methods:<\/p>\n
*1. Facial Authentication via Mobile App*<\/p>\n
Employees may register their IN\/OUT attendance on their smartphones using Aadhaar-based facial verification. This mobile-based system is designed to offer convenience while maintaining biometric integrity.<\/p>\n
*2. Aadhaar-enabled Biometric Devices at Entry Gates*<\/p>\n
Wall-mounted, thumb-based biometric devices have been installed at all major entry points of the Mantralaya buildings, enabling seamless attendance marking for those opting not to use the mobile application.<\/p>\n
Employees may choose either method as per convenience. Both systems will run concurrently.<\/p>\n
*Implementation Arrangements*<\/p>\n
The General Administration Department (GAD) has installed Aadhaar-enabled biometric devices at all designated gates and has completed training for nodal officers to facilitate an uninterrupted rollout. Ahead of full implementation, all employees have been instructed to ensure that their Aadhaar and service details are accurately updated in the attendance portal.<\/p>\n
Officials cautioned that any lapse, negligence, or non-compliance with the new attendance requirements will be viewed seriously.<\/p>\n

The introduction of AEBAS marks a decisive step in the state\u2019s commitment to adopting modern digital systems aimed at improving accountability, operational efficiency, and the quality of public service delivery across departments. The government maintains that such systems will not only streamline operations but also reinforce a culture of discipline within the administrative machinery.<\/p>\n
