Under the leadership of Chief Minister Shri Vishnu Deo Sai, the two-day Chintan Shivir 2.0 commenced today at the Indian Institute of Management (IIM) in Naya Raipur. Organized in collaboration with the Department of Good Governance & Convergence and IIM Raipur, the camp was attended by Deputy Chief Ministers Shri Arun Sao and Shri Vijay Sharma, cabinet members, MPs, MLAs, and eminent personalities. The objective of the platform is to enhance administrative efficiency, strengthen inter-sectoral coordination, and develop a transformative approach to public welfare.<\/p>\n
In his address, the Chief Minister described the Shivir as a unique opportunity for introspection and knowledge exchange that will lead Chhattisgarh toward new dimensions of good governance. He emphasized that the suggestions from the previous Shivir had been implemented and brought positive changes to the lives of the people. He stated that over 350 administrative reforms have been carried out in the past one and a half years, including the introduction of the e-office system, which eliminated manual files, ensuring greater accountability and transparency. Now, files move online with fixed deadlines for every task, leaving no room for corruption.<\/p>\n
Celebrating Chhattisgarh\u2019s Silver Jubilee Year as the Atal Nirman Year, the Chief Minister paid tribute to former Prime Minister Late Atal Bihari Vajpayee, stating that implementing his principles of good governance is the core mission of this year. He highlighted how digital governance has simplified the property registration process, enabling instant registration and automatic mutation from home\u2014an innovative leap towards eliminating corruption.<\/p>\n
Under the new industrial policy, the Single Window System 2.0 and Ease of Doing Business initiatives have boosted investment. With abundant mineral resources, Chhattisgarh has immense potential in core sectors, and provisions for special grants have been made to harness this. Tourism has been granted industry status, and support is being extended to homestay entrepreneurs to turn the state\u2019s natural beauty into economic opportunity. Furthermore, AI and climate-related enterprises are being promoted, with India\u2019s first AI Data Center Park and a Semiconductor Unit inaugurated in Naya Raipur, positioning Chhattisgarh as a pioneer in the technological revolution.<\/p>\n
On the first day of the camp, sessions were held on topics like \u201cTransformational Leadership and Visionary Governance,\u201d \u201cCulture, Good Governance, and Nation-Building,\u201d and \u201cFrom Capacity to Sustainability: Rethinking Public Finance.\u201d Eminent experts such as Dr. Vinay Sahasrabuddhe, Prof. Himanshu Rai, Dr. Ravindra Dholakia, Shri Sanjeev Sanyal, Uday Mahurkar, and Dr. Rajendra Pratap Gupta shared their insights.<\/p>\n
Highlighting development in Bastar, the Chief Minister said that effective action against Maoism has opened new pathways for peace and progress. Events like Bastar Olympics, Bastar Pandum, and Bastar Dialogue have connected the region\u2019s youth to the mainstream. The recently approved Bodhghat Project will enable irrigation across 7 lakh hectares and generate 125 MW of electricity, creating thousands of local jobs. The Niyad Nella Nar initiative is ensuring saturation of government schemes across the region.<\/p>\n
Under the \u2018Sushasan Tihar\u2019 initiative, over 99% of the 4.1 million applications received were successfully resolved with quality outcomes. Public grievance redressal camps facilitated direct dialogue with citizens and ensured eligible beneficiaries received the benefits of government schemes. The Chief Minister, ministers, and public representatives visited villages to assess development projects. Shri Sai stated that grant provisions for schools, hospitals, and multiplexes in small towns will curb migration and boost economic activity. Schemes like Mahtari Vandan Yojana and Krishak Unnati Yojana have strengthened the financial foundation of large segments of the population.<\/p>\n
He proudly noted that Chhattisgarh steel was used in constructing the world\u2019s highest railway bridge over the Chenab River in Jammu & Kashmir.
