Open Counseling from June 17 to 26 for Adjustment to the Post of Assistant Teacher (Science)

Open counseling will be conducted for the adjustment of 2,621 B.Ed.-qualified assistant teachers who were removed from service after being appointed through direct recruitment in 2023, to the post of Assistant Teacher (Science – Laboratory). This counseling will take place at the SCERT campus, Shankar Nagar, Raipur, from June 17 to June 26.

Following the counseling, appointment letters for the selected schools will be issued by the respective District Education Officers from June 25 to July 4, along with document verification. Candidates must assume their duties at the allotted schools within seven days of the appointment orders being issued.

According to information from the School Education Department, these 2,621 vacant positions are spread across 1,520 schools in 103 development blocks across 29 districts. The districts of Durg, Raipur, Bilaspur, and Janjgir-Champa are not included. Due to the significant number of SEZs (Special Education Zones) in the notified areas, SEZ schools have also been included.

It’s noteworthy that, following recommendations from a committee headed by the Chief Secretary, vacancies in schools located in Bastar division, Surguja division, notified development blocks, adjoining blocks, and those near the state borders have been included. While selecting adjoining blocks, care was taken to include those that are far from district headquarters and have a shortage of teachers.

The decision to adjust these B.Ed.-qualified teachers to the post of Assistant Teacher (Science – Laboratory) was made during a Cabinet meeting held on April 30, under the leadership of Chief Minister Shri Vishnu Deo Sai. Of the 4,422 vacant posts of Assistant Teacher (Science – Laboratory) in the state, 2,621 will be filled through this adjustment. These adjustments will be made against non-advertised vacancies.

Additionally, it was decided to grant a three-year period for assistant teachers who passed 12th grade with Arts/Science to fulfill the required qualification of 12th with Mathematics/Science. Special two-month training related to laboratory work will also be provided to these candidates through SCERT. Furthermore, 355 remaining candidates from the Other Backward Classes (OBC) category will be adjusted through the creation of non-statistical posts.

It should be noted that the Chhattisgarh School Education Department had issued an advertisement on May 4, 2023, for recruitment to 6,285 Assistant Teacher posts through direct recruitment 2023. At that time, there were no directions from the Hon’ble Supreme Court regarding excluding B.Ed. holders from the assistant teacher selection process.

The selection exam was conducted on June 10, 2023, and results were announced on July 2, 2023, prior to the Supreme Court’s order dated August 11, 2023. However, in Writ Petition No. 5788/2023, the Hon’ble High Court of Chhattisgarh declared B.Ed.-qualified candidates ineligible for the post of Assistant Teacher on April 2, 2024.

By then, 5,270 Assistant Teachers had already been appointed, including 2,621 B.Ed.-qualified candidates. In compliance with the High Court’s decision, their services were terminated on January 10, 2025.

To comply with the court’s directive, a fifth phase of recruitment was held in March–April 2025, during which 2,615 D.Ed.-qualified candidates were selected to replace the terminated teachers. Out of these, 1,316 candidates either did not appear for document verification or were found ineligible. The remaining 1,299 candidates were issued appointment letters.

It’s worth mentioning that the validity of the 2023 exam results expired on July 1, 2024. The department has fulfilled the High Court’s order through the fifth phase of recruitment. Candidates demanding a sixth phase belong to the lower end of the merit list and, therefore, were not selected.

The department has sought legal opinion from the Advocate General regarding further recruitment steps. It is important to note that more than two years have passed since the original recruitment advertisement, and many new eligible candidates are now awaiting fresh recruitment opportunities.
