The Government of Chhattisgarh has taken a significant step towards addressing issues in Naxal-affected areas by officially implementing the Naxalite Surrender/Victim Relief and Rehabilitation Policy-2025. According to a notification issued by the Home Department on March 28, 2025, special committees are to be formed in all districts under the chairmanship of the District Collector for effective implementation of this policy.

This policy is aimed at providing relief and rehabilitation to individuals and families affected by Naxal violence—such as those who have died, been seriously injured, or permanently disabled—as well as rehabilitating surrendered Naxalites.

Rehabilitation Committees to Be Formed at District Level

According to the notification, each district-level committee will be chaired by the District Collector, with the Superintendent of Police serving as the Secretary. Other members will include the Divisional Forest Officer, CEO of the District Panchayat, two additional officers nominated by the Collector, and representatives from the armed forces.

Nodal Officers to Be Appointed

A nodal officer will be appointed at both the district and sub-divisional levels. Their mobile numbers and email addresses will be sent to the state government. These officers will be responsible for monitoring all rehabilitation activities. The Home Department has instructed that all victim cases since the formation of the state should be identified, and surrendered Naxalites should be prioritized for relief and rehabilitation.

A dedicated portal is being developed under this policy, where information of each victim and surrendered individual will be registered and assigned a unique ID. Concerned officials will regularly review the portal dashboard to ensure proper implementation of relief and rehabilitation efforts.

The Home Department has directed District Collectors to ensure that all actions under this policy are carried out effectively and within the stipulated timeline, in accordance with the guidelines.
