HSRP Mandatory for Vehicles Registered Before April 2019 in Chhattisgarh

All motor vehicles registered in the state of Chhattisgarh before April 2019 have been made mandatory to install High Security Registration Plates (HSRP) by the vehicle owner within 120 days. In this regard, the Transport Department has authorized two vendors, namely Messrs Real Maison India Limited and Rosmerta Safety Systems Limited, to install HSRP at a fixed rate.
In a meeting chaired by Transport Commissioner Shri S. Prakash held at Mahanadi Mantralaya Bhavan today, Additional Transport Commissioner Shri D. Ravishankar, Transport Commissioner Shri Manoj Dhruv, Deputy Transport Commissioner Smt. Yogeshwari Verma, ARTO Shri Y.V. Srinivas, Senior Scientist Shri Amit Devangan, NIC Company Representative Shri Mukesh Malhotra Chief Operating Officer, Messrs Rosmerta Safety Systems Ltd., Shri Vishwajit Mukherjee, Director Messrs Real Maison India Ltd., Shri Kaushal Niaz and Anurag Chaudhary were present.
The Transport Department has divided all RTO offices into Zone-A and Zone-B. Messrs Real Maison India Limited has been given the responsibility of installing HSRP in vehicles registered before April 2019 in RTO offices included in Zone-A. Zone-A includes Gorela-Pendra-Marwahi, Bijapur, Sukma, Narayanpur, Balrampur, Surajpur, Kondagaon, Mungeli, Bemetara, Kawardha, Korba, Janjgir-Champa, Bilaspur and Raipur RTO offices. Similarly, Messrs Rosmerta Safety Systems Limited has been given the responsibility of installing HSRP in vehicles registered in RTO offices under Zone-B. Zone-B includes RTO offices in Raigarh, Gariaband, Jashpur, Dhamtari, Balodabazar, Mahasamund, Rajnandgaon, Balod, Durg, Dantewada, Kanker, Ambikapur, Baikunthpur, and Jadalpur. Both these companies will install High Security Registration Plates at a fixed rate. A rate of Rs. 365.80 including GST has been fixed for installing High Security Registration Plates on two-wheelers, scooters, mopeds, tractors, power tillers and trailers, Rs. 427.16 for 3-wheelers, Rs. 656.08 for light motor vehicles/passenger cars and Rs. 705.64. All payments will be made only through digital mode. Automobile dealers will install High Security Registration Plates (including the required third registration plate) on motor vehicles registered before April 1, 2019 in the state of Chhattisgarh with an additional charge of Rs. 100 per installation. Additional charges will have to be paid for home delivery service.
It is worth noting that in compliance with the guidelines issued by the Supreme Court of India regarding High Security Registration Plates, the provisions of the Central Motor Vehicles Act, 1988 and the Central Motor Vehicles Rules, 1989, and the notification issued by the Ministry of Road Transport and Highways, an order has been issued in the state of Chhattisgarh regarding the installation of High Security Registration Plates on all vehicles registered before April 2019.
Failure to comply with the instructions issued for High Security Registration Plates will result in a fine as per the Central Motor Vehicles Act and Rules. To avoid the penalty provided under the provisions of the Motor Vehicles Act, 1988, under Rule 50 of the Central Motor Vehicles Rules, 1989, it will be mandatory to replace the High Security Registration Plate with a fake High Security Registration Plate or a plate similar to a smart number plate with hologram/India mark/India inscription, etc. Legal action will be taken against dealers or other persons found selling and supplying High Security Registration Plates unauthorizedly. The process of applying for High Security Registration Plates will be available on the website for the convenience of the common people.
