CM Sai Launches One-Click Single Window System 2.0

Chief Minister Shri Vishnu Deo Sai, while addressing the inaugural session of Chhattisgarh Industry Dialogue–2 held in Raipur today, asserted that Chhattisgarh is no longer confined to its traditional core sectors. The state is all set to become a national hub for futuristic industries such as semiconductors, artificial intelligence, pharmaceuticals, defence, aerospace, and green hydrogen.

Welcoming investors to Chhattisgarh, Chief Minister Shri Sai said that the new industrial policy of Chhattisgarh is focused on employment generation and economic prosperity. “We are transforming Chhattisgarh from a region with a Naxal-affected past into one of India’s most dynamic industrial and technological hubs. The state has now emerged as the most attractive investment destination,” he said.

Highlighting recent initiatives, Chief Minister Shri Sai added that at the Cabinet Meeting held just a day prior, the draft of the Chhattisgarh State Logistics Policy–2025 was approved. He emphasized that this policy would be a milestone in establishing Chhattisgarh as a national logistics hub. The state’s geographical location makes it a critical centre for national connectivity. The new logistics policy is expected to attract both domestic and international investments in logistics and e-commerce, strengthen export infrastructure, and expand access to affordable warehousing. It will promote the development of dry ports and inland container depots, while offering modern, low-cost warehousing and distribution facilities to industries, businesses, and farmers alike. Additionally, reduced logistics costs will give a significant boost to trade and exports.

Commenting on the recently introduced Jan Vishwas Bill, Chief Minister Shri Sai said it will eliminate unnecessary complications in both business and civic life. By decriminalising certain legal provisions, the Bill aims to relieve entrepreneurs from avoidable litigation and lower judicial expenses. “This legislation is a major step toward simplifying business and livelihood, thereby enhancing the ease of doing business. Our government is committed to creating an ecosystem with minimum hurdles and maximum opportunities across all sectors,” he said.

Chief Minister Shri Sai further informed that over the past one and a half years, more than 350 structural reforms have been implemented, resulting in remarkable improvements in both the ease and speed of doing business. Chhattisgarh has witnessed a record influx of investment proposals amounting to Rs 5.5 lakh crore within just six months. Investor summits held in Delhi, Mumbai, and Bengaluru generated an enthusiastic response from national and international investors. Notably, Rs 15,184 crore worth of proposals were received in Delhi, Rs 6,000 crore in Mumbai, and significant investments were promised in the energy sector at the Bengaluru summit. In Financial Year 2025, Chhattisgarh attracted Rs 1,63,749 crore in total investments, accounting for 3.71 percent of India’s cumulative investment inflows.

Chief Minister Shri Sai also announced that Polymatech Company was allotted land and granted a No Objection Certificate (NOC) for semiconductor investment within just three months. The company has since commenced work on a Rs 1,143 crore project, with the target of producing 10 billion chips annually. He added that the government is striving to develop Nava Raipur as the ‘Silicon Valley of Chhattisgarh’. To facilitate investors, the Single Window System 2.0 has been developed. This system integrates online applications, departmental approvals, and subsidy distribution. “Our streamlined, transparent mechanism ensures that all approvals for industrial establishment are granted with a single click,” he affirmed.

*Revolutionary Moves in Connectivity and Infrastructure*

Chief Minister Shri Sai also revealed that approval has been granted for the Rs 3,500 crore railway line between Raoghat and Jagdalpur. Survey work has commenced for the Kothagudem to Kirandul railway line, while the Kharsia–Parmalaksa line will link key industrial hubs. A new inland waterway will be developed from Sambalpur to Nava Raipur. Air cargo services have also become operational.

He highlighted that Chhattisgarh is home to the country’s first AI Data Centre Park. A pharma hub and a Medicity are also under construction. Special subsidies are being offered in the textile and pharma sectors to encourage investment.

*Bastar and Sarguja: A New Chapter of Development*

Speaking on inclusive development, Chief Minister Shri Sai said that Bastar, once known for Naxal violence, is now realising the dream of a “Developed Bastar.” Nearly 90,000 youth have undergone skill development training, while over 40,000 have been provided employment. Special investment incentives are also being extended in the region. The globally unique Bastar Dussehra is being registered for international recognition. Tourist attractions such as the Tirathgarh Glass Bridge and the Bastar Tourism Circuit are under active development. Furthermore, royalty reimbursements and subsidies have been introduced to support tribal entrepreneurs.

*Opportunities for Youth, Confidence for Investors*

Chief Minister Shri Sai said that the new industrial policy envisions the creation of over 5 lakh jobs in the next five years. Chhattisgarh is on track to become one of the fastest-growing economies of the coming decade in sectors such as textiles, pharmaceuticals, AI, defence, energy, and medical tourism.

“I invite all entrepreneurs to invest in Chhattisgarh. Here, you will find both the confidence and infrastructure needed to become a partner in our growth story. Together, we shall ensure Chhattisgarh’s leading role in building a developed India,” the Chief Minister said.

He emphasized the government’s unwavering commitment to a permanent solution to the Naxal problem. He added that under the strong leadership and guidance of Prime Minister Shri Narendra Modi and Union Home Minister Shri Amit Shah, significant progress is being made through widespread development and security initiatives. The government’s goal is to ensure the complete elimination of the Naxal issue by March 2026, paving the way for peace, stability, and new beginnings in all affected regions.

As part of the event, Chief Minister Shri Vishnu Deo Sai launched the One-Click Single Window System 2.0, which will drastically reduce approval times and help position Chhattisgarh among the top states in ease of doing business.

Addressing the gathering, Commerce and Industries Minister Shri Lakhan Lal Dewangan emphasized the state government’s priority on transparent, simplified, and swift industrial procedures. He added that with the implementation of the One-Click Single Window System 2.0, investors will now receive necessary approvals in record time, further strengthening the investment climate in the state. Expressing confidence in the state’s new industrial policies and ease-of-approval systems, the Minister said that Chhattisgarh is set to carve a distinct identity among India’s leading industrial states. He also urged entrepreneurs to invest in the state and actively contribute to employment generation and economic growth. New industrial areas and parks are now offering plots available for online allotment.

On this occasion, Chief Minister Shri Vishnu Deo Sai handed over Invitation to Invest letters to 11 major companies for investment proposals totalling Rs 1,23,073 crore, which will provide employment to 20,627 people. The companies receiving these letters included: M/s Sarda Hydropower, Raipur; M/s Artificial Electronics Intelligence Materials Ltd, Chengalpattu, Tamil Nadu; M/s KJSL Coal & Power Pvt Ltd, Korba; M/s Jupiter International Ltd, Kolkata; M/s ESDS Software Solutions Pvt Ltd, Nashik, Maharashtra; M/s Karmveer Electronics Ltd, Meerut, Uttar Pradesh; M/s SG Green Buildings Pvt Ltd, New Delhi; M/s Jindal Steel Chhattisgarh Ltd, Raigarh; M/s Jindal Power Ltd (Thermal Power); M/s Jindal Power Ltd (Solar Power); and M/s VTech Plastic Pvt Ltd.
