Chhattisgarh Ready to Scale New Heights of Good Governance in the ‘Atal Nirman Year’: CM Sai

Under the leadership of Chief Minister Shri Vishnu Deo Sai, the two-day “Chintan Shivir 2.0” began today at the Indian Institute of Management (IIM), Naya Raipur. Organized in collaboration with the Department of Good Governance and Convergence and IIM Raipur, the event saw participation from Deputy Chief Ministers Shri Arun Sao and Shri Vijay Sharma, members of the cabinet, MPs, MLAs, and intellectuals. The platform aims to enhance administrative efficiency, strengthen inter-sectoral coordination, and foster a transformative approach for public welfare.

In his address, the Chief Minister described the camp as a unique opportunity for introspection and knowledge exchange, which would lead Chhattisgarh toward new dimensions of good governance. He stated that the suggestions from the previous Chintan Shivir have already brought about positive changes in public life. Mr. Sai noted that over 350 administrative reforms had been implemented in the last 18 months. One such major reform was the adoption of the e-office system, which replaced manual file processes, ensuring greater accountability and transparency. Files now move online with defined deadlines for each task, effectively eliminating opportunities for corruption.

Marking Chhattisgarh’s Silver Jubilee as the ‘Atal Nirman Year’, the Chief Minister paid tribute to the late Prime Minister Atal Bihari Vajpayee. He emphasized that the primary objective this year is to implement Atal ji’s principles of good governance at the grassroots level. By adopting digital governance, the property registration process has been simplified, enabling online registration and automatic mutation within minutes, a revolutionary step toward eliminating corruption through technology.

Under the new Industrial Policy, initiatives like Single Window System 2.0 and Ease of Doing Business have boosted investment. Recognizing the immense potential of the state’s mineral wealth, special incentives have been introduced for the core sector. By granting industry status to tourism and offering grants to homestay entrepreneurs, Chhattisgarh is converting its natural beauty into economic opportunities. Additionally, the promotion of AI and climate change-related enterprises, the launch of India’s first AI Data Center Park and a semiconductor unit in Naya Raipur are making Chhattisgarh a leader in the technological revolution.

Renowned experts such as Dr. Vinay Sahasrabuddhe, Prof. Himanshu Rai, Dr. Ravindra Dholakia, Shri Sanjeev Sanyal, Uday Mahurkar, and Dr. Rajendra Pratap Gupta shared their insights.

The Chief Minister laid special emphasis on Bastar’s development, stating that effective action against Maoism has paved the way for peace and progress in the region. Events like the Bastar Olympics, Bastar Pandum, and Bastar Dialogue have connected youth with the mainstream. The recently approved Bodhghat project is set to provide irrigation to 7 lakh hectares and generate 125 MW of electricity, creating thousands of local jobs. The ‘Niyad Nella Naar’ scheme ensures saturation of government schemes in remote areas.

As part of the Good Governance Campaign, more than 99% of over 41 lakh applications were resolved efficiently, addressing public grievances. The government held public grievance camps (Samadhan Shivirs) to directly engage with citizens and deliver benefits to eligible individuals. Ministers and public representatives visited villages to assess developmental work firsthand.

CM Sai highlighted that providing schools, hospitals, and multiplexes in small towns through government grants will curb migration and stimulate local economic activity. Schemes like ‘Mahtari Vandan Yojana’ and ‘Krishak Unnati Yojana’ have significantly empowered large sections of the population financially. Inspired by Prime Minister Narendra Modi’s vision for a developed India, the state has prepared Vision Document 2047, outlining a comprehensive roadmap for Chhattisgarh’s all-round development.

In a proud moment, the Chief Minister shared that steel from Chhattisgarh was used in constructing the world’s highest railway bridge over the Chenab River in Jammu & Kashmir. He extended congratulations to the Department of Good Governance and Convergence and IIM Raipur for organizing the event and affirmed that the insights gained from this Shivir will lay a solid foundation for a developed Chhattisgarh.
