Under Vishnu’s Good Governance, Quick Resolution of Rural Issues

The Raipur district administration, under the direction of Chief Minister Shri Vishnu Dev Sai, has launched an innovative and exemplary initiative called “Good Governance Express.” This initiative aims to bring government services and schemes closer to the common public, acting as a quick resolution model for public issues. It was launched on May 29 during a “Good Governance Festival” at a camp held in Bhainsa village. Under the guidance of Collector Dr. Gaurav Singh, this initiative has made it easier for thousands of villagers to access more than two dozen government services.

Villagers Say, “Services Are Now Available Right Near Our Homes”

For young Shri Uttam Sahu of Sankari village, it was a moment of joy when he received his learning license right at his doorstep, thanks to the Good Governance Express that visited his village. Uttam shared, “Earlier, when other members of my family needed a license, we had to go to a distant location, which took time. But just a few days ago, when the village head informed us that the ‘Good Governance Express’ was coming, I went there and applied. The process was completed, and I received my license.” Similarly, Shri Rajesh Kumar Yadav from Sankari was thrilled that he got his ration card without multiple visits to the Panchayat office. He applied at the Good Governance Express, and the process was completed, resulting in the card being issued.

Both Uttam and Rajesh expressed their gratitude towards Chief Minister Shri Vishnu Dev Sai, saying that now, government services are available near their homes, saving them time and the hassle of multiple visits.

Quick Resolution of Over 67,000 Applications

A total of 75,864 applications have been received through the Good Governance Express so far, of which 67,788 applications have been resolved promptly. The remaining applications are being processed as a priority. Among the resolved applications, 15,741 beneficiaries have received income certificates, 5,741 have received caste certificates, 4,273 have received residence certificates, 7,536 have been issued Ayushman Bharat cards, 6,014 have received ration cards, and 8,269 have received driving licenses. Additionally, 1,306 farmer credit cards, 2,051 NREGA job cards, 577 birth certificates, 50 death certificates, 4,093 labor cards, 5,070 Aadhaar cards, 883 Kisan books, and 814 pension applications have been processed. Many others have also benefited from schemes related to women and child development, police, housing, and more.

‘One-Stop Camp’ Set Up in Villages

Before the arrival of the Good Governance Express in any village, an announcement is made three days in advance. The on-site team includes patwaris, Panchayat secretaries, health workers, Anganwadi staff, officials responsible for Aadhaar and Ayushman card registrations, and district administration officers. This setup creates a small ‘one-stop camp’ in the village, offering a wide range of services in one place.

First Phase Complete, Now Good Governance Express Moves to Second Phase

After the positive results of the statewide Good Governance Festival-2025, the Raipur district administration began the Good Governance Express with the goal of swiftly resolving problems and applications by bringing government personnel to villages. The first phase started in the villages of Abhanpur, Arang, Dharseewa, and Tilda development blocks. Over 300 Panchayats in these areas, as well as 17 wards of the Arang Nagar Panchayat, benefited from the Good Governance Express.

Following the success of the first phase, the district administration has now begun the second phase, which covers rural areas in Abhanpur, Dharseewa, and Tilda development blocks. The Good Governance Express is now visiting villages in these areas on scheduled dates, where government field staff is addressing public issues and applications.

Big Change with Minimal Expense

Collector Dr. Gaurav Kumar Singh shared that to implement the idea of the Good Governance Express, four old and condemned ambulances were repaired and converted into mobile service vans by the district administration. These mobile vans, prepared at minimal cost, are now helping bring good governance to rural areas. The success of Raipur’s Good Governance Express is truly a model of the government’s willingness, innovation, and its commitment to reaching the last person with welfare schemes.
