Chhattisgarh MBBS Counseling: Difference Between Eligibility and Allotment Lists Based on Rules and Procedures

The Chhattisgarh Department of Medical Education (CGDME) has clarified the difference between the Eligibility List and the Allotment List concerning the MBBS counseling (State Quota) in Chhattisgarh. This difference is entirely based on rules and procedures.

The department explained that the Eligibility List issued by the National Testing Agency (NTA) on July 26, 2025, is based solely on the eligibility status filled by the candidates themselves. This list does not include domicile certificates. In contrast, the state prepares its separate merit list based on documents submitted by applicants and state-specific conditions.

The department clarified that the NTA Eligibility List is published only for convenience and no claims or objections are accepted against it. The final merit list is prepared solely on the basis of applications received by the state and certificates verifying domicile and category status. Often, the NTA list includes names of students who do not apply under the state quota, causing differences between the two lists.

Giving an example, the department stated that in Maharashtra, domicile conditions require passing the 10th and 12th standards from the state. If a student passes 12th standard from Chhattisgarh and fulfills Chhattisgarh domicile criteria, they will be included in Chhattisgarh’s merit list, even if their NEET form mentions Maharashtra as the eligibility state.

Many candidates’ parents work in central government services or the defense sector, resulting in frequent transfers. Therefore, a candidate’s eligibility state and actual domicile based on residence may differ.

Similarly, many students prepare for NEET by living in quota states like Rajasthan or others and fill their forms with that address and eligibility state, while their actual domicile certificates belong to Chhattisgarh.

The department also clarified that private medical college counseling in Chhattisgarh is conducted by CGDME following the same rules. Students from other states can apply under management and NRI quotas. Hence, even if a candidate’s name is not on the NTA Eligibility List, they cannot be denied registration.

There is often confusion regarding reservation. Many candidates write central OBC category in the form but are not in the state OBC list. In such cases, they are given opportunities under the unreserved category. Similarly, SC/ST certificates may sometimes not be available during form filling but candidates are considered eligible based on being original residents of reserved categories during counseling. The department stated that denying such candidates the chance to edit or register would be unjust and could lead to disputes.

The department emphasized that after allotment, submitting certificates is mandatory. Scrutiny officers verify that all certificates are issued in the prescribed format by competent authorities. According to the 2025 admission rules, certificates issued up to one day before admission are valid. Candidates presenting invalid certificates will be declared ineligible, and failure to submit certificates will lead to automatic cancellation of allotment. Cross-verification of documents may be conducted if necessary.

First Phase Completed: Allocation of 1988 Seats

The first phase of NEET UG 2025 counseling for Chhattisgarh state was completed on August 23. A total of 1988 seats were allocated in this phase. Of these, admission was confirmed in 1396 out of 1534 MBBS seats, and 284 out of 454 BDS seats.

CGDME stated that the entire counseling process is being conducted online with full transparency and adherence to prescribed rules. The second phase of counseling will begin on August 27.
