Chhattisgarh Ready to Scale New Heights of Good Governance in the ‘Atal Nirman Year’: CM Sai

Under the leadership of Chief Minister Shri Vishnu Deo Sai, the two-day “Chintan Shivir 2.0” (Reflection Camp 2.0) commenced today at the Indian Institute of Management (IIM) in Nava Raipur. Organized in collaboration with the Department of Good Governance & Convergence and IIM Raipur, the event was attended by Deputy Chief Ministers Shri Arun Sao and Shri Vijay Sharma, cabinet ministers, MPs, MLAs, and intellectuals. The main objective of the platform is to enhance administrative efficiency, strengthen inter-sectoral coordination, and develop a transformative approach for public welfare.

In his address, the Chief Minister described the camp as a unique opportunity for introspection and knowledge exchange, one that will lead Chhattisgarh to new dimensions of good governance. He mentioned that recommendations from the previous Chintan Shivir had already been implemented, resulting in positive changes in people’s lives. Shri Sai shared that over the past 18 months, more than 350 administrative reforms have been made. Among them, the implementation of the e-office system has eliminated piles of manual files, ensuring accountability and transparency. Now, files are moved online, and every task has a fixed deadline, leaving no room for corruption.

Observing Chhattisgarh’s Silver Jubilee as the “Atal Nirman Year,” the Chief Minister paid tribute to former Prime Minister Late Shri Atal Bihari Vajpayee. He emphasized that the primary goal for this year is to bring Atal Ji’s principles of good governance into practice. Through digital governance, the registry process has been simplified, allowing citizens to register properties and receive automatic mutation from the comfort of their homes in minutes. This technological innovation is a revolutionary step towards eliminating corruption.

Under the new industrial policy, the introduction of “Single Window System 2.0” and the “Ease of Doing Business” initiative has boosted investment. Given Chhattisgarh’s abundance of mineral resources, special grants have been introduced to tap the immense potential in the core sector. By granting industry status to tourism and launching subsidy schemes for homestay entrepreneurs, the state is converting its natural beauty into economic opportunities. Additionally, enterprises related to AI and climate change are being promoted. The inauguration of India’s first AI Data Center Park and a semiconductor unit in Nava Raipur is positioning Chhattisgarh as a pioneer in the technological revolution.

On the first day of the camp, sessions were held on topics such as “Transformative Leadership and Visionary Governance,” “Culture, Good Governance, and Nation Building,” and “From Capability to Sustainability: Rethinking Public Finance.” Renowned experts like Dr. Vinay Sahasrabuddhe, Prof. Himanshu Rai, Dr. Ravindra Dholakia, Mr. Sanjeev Sanyal, Uday Mahurkar, and Dr. Rajendra Pratap Gupta shared their insights.

The Chief Minister gave special emphasis to the development of Bastar, stating that effective actions against Maoism have paved the way for peace and progress in the region. Initiatives like the Bastar Olympics, Bastar Pandum, and Bastar Dialogue have connected youth with the mainstream. With the recent approval of the Bodhghat Project, irrigation over 7 lakh hectares and generation of 125 MW of electricity will become possible, creating thousands of jobs for local residents. The Niyad Nella Naar scheme is ensuring the saturation of government schemes.

As part of the “Sushasan Teehar” (Good Governance Festival), over 99% of the 4.1 million applications received were resolved with quality, effectively addressing public grievances. The “Samadhan Shivirs” (Solution Camps) facilitated direct dialogue with the public and extended the benefits of government schemes to eligible citizens. Ministers and public representatives, including the Chief Minister, visited villages to review development works. Shri Sai stated that the provision of grants for schools, hospitals, and multiplexes in small towns will help curb migration and boost economic activities. Schemes like the Mahtari Vandan Yojana and the Krishak Unnati Yojana have significantly empowered a large section of the population economically. Embracing Prime Minister Shri Narendra Modi’s vision of a “Viksit Bharat” (Developed India), a Vision Document 2047 has been prepared, outlining the roadmap for Chhattisgarh’s holistic development.

With pride, the Chief Minister mentioned that steel from Chhattisgarh has been used in the construction of the world’s tallest railway bridge over the Chenab River in Jammu & Kashmir. He congratulated the Department of Good Governance & Convergence and IIM Raipur for organizing the event and said that the suggestions emerging from this Chintan Shivir will lay a strong foundation for a developed Chhattisgarh.
