Cabinet approved Chhattisgarh Naxalite Surrender/Victim Relief and Rehabilitation Policy-2025

Chhattisgarh government has approved Cabinet approved the Chhattisgarh Naxalite Surrender/Victim Relief and Rehabilitation Policy-2025 in place of Chhattisgarh Naxalism Eradication Policy-2023.

A decision in this connection was taken in a cabinet meeting chaired by Chief Minister Vishnu Deo Sai.

Under the chairmanship of Chief Minister Shri Vishnu Deo Sai, a cabinet meeting was held today at the Chief Minister’s residence office, where several important decisions were made:

Under this new policy, Maoists who surrender will be provided with financial assistance, rehabilitation, education, employment, and security.

The Chhattisgarh State Industrial Security Force Bill-2025 draft was approved for presentation in the Legislative Assembly.

The Chhattisgarh Cooperative Societies (Amendment) Bill-2025 draft was approved.

The Chhattisgarh Private Universities (Establishment & Operation) (Amendment) Bill-2025 draft was approved.

On 27th February, the Chief Minister had announced that the film Chhawa would be tax-free in the state. In compliance with this announcement, the Cabinet approved the reimbursement of the state Goods and Services Tax (SGST) equivalent amount to the film Chhawa for its exhibition.

The Cabinet decided to form the State Water Information Center (SWIC) for better management of water resources and the preparation of scientific plans. Approval was also given to sign a Memorandum of Understanding (MoU) with the Ministry of Jal Shakti, Government of India.

The State Water Information Center (SWIC) will collect, analyze, and store various water resource-related data, including rainfall, river and reservoir levels, groundwater quality, silt, water flow in canals, crop coverage, aquifer mapping, land and soil data. SWIC, through the digital platform developed by the National Water Information Center (NWIC), will provide authentic data for water resource management, strengthening policy-making, strategic decisions, modeling, analytical tools, and water management.

The Cabinet approved a decision to obtain a loan approval from the Government of India for the improvement of 9 dams in the state, with a cost of ₹522.22 crores. These include Maniyari Tank, Ghonga Tank, Dudhawa, Kinkari, Sonhdur, Moorumshilli (Part-2), Ravishankar Sagar Project (Part-2), News Rudri Barrage, and Pendravan Tank.

The Cabinet decided to launch the Chief Minister Good Governance Fellowship Scheme to ensure youth participation in strengthening good governance and policy implementation. This scheme will be run in collaboration with IIM Raipur and Transforming Rural India Foundation, New Delhi, under the Good Governance and Convergence Department. It will be open to youth who are native to Chhattisgarh. Fellows completing this program successfully will be awarded an MBA degree by IIM Raipur. Initially, selected fellows will be required to attend an academic session at IIM Raipur for a certain period, and in the remaining period, they will work in districts/departments to assist with state plans and programs. The expenses of this program will be borne by the state government, and fellows will also receive a stipend.

The Cabinet, taking a serious view of the corruption complaint received regarding the Bharatmala Project in Chhattisgarh, decided to investigate the matter through the Economic Offenses Wing (EOW).
