The third supplementary budget of ₹19,762.12 crore for the financial year 2024-25 was passed by voice vote in the Chhattisgarh Legislative Assembly under the leadership of Chief Minister Vishnu Deo Sai. Presenting the budget, Finance Minister O.P. Choudhary announced that with this allocation, the total state budget for 2024-25 has increased to ₹1,75,342 crore.
This includes:
Main budget: ₹1,47,446 crore
First supplementary budget: ₹7,329 crore
Second supplementary budget: ₹805.71 crore
Third supplementary budget: ₹19,762.12 crore
PM Modi’s Guarantee Delivered: Immediate Relief for Farmers
Replying to the discussion on the budget, Finance Minister Choudhary emphasized that the people of Chhattisgarh trust PM Narendra Modi’s guarantees. Within 12 days of assuming office, the government fulfilled its promise by paying ₹3,716 crore in pending bonuses to over 12 lakh farmers.
A record 149 lakh metric tons of paddy was procured at support price this year.
Paddy procurement ended on January 31, and within a week, ₹12,000 crore was directly transferred to the bank accounts of 25.49 lakh farmers—a historic transaction for farmers in India.
₹6,000 Crore Incentive from Central Government for Financial Reforms
Finance Minister Choudhary expressed pride in Chhattisgarh receiving the highest financial incentive in the country—₹6,000 crore—from the Central Government for its effective financial management.
This boost enhances capital expenditure and accelerates development projects.
The government’s fiscal discipline and good governance have led to increased public trust in CM Vishnu Deo Sai’s leadership.
Focus on Financial Discipline & Debt Reduction
The third supplementary budget prioritizes financial discipline and reduction of past liabilities to ensure uninterrupted development.
₹3,500 crore in high-interest loans from Chhattisgarh Road Development Corporation, Housing Board, and Police Housing will be prepaid to save over ₹50 crore annually in interest payments.
Boost to Industrial & Infrastructure Development
Additional budget for pharmaceutical parks in Rajnandgaon, Janjgir-Champa, and Naya Raipur.
₹76 crore for establishing industrial institutes and engineering parks.
₹34 crore allocated for working women’s hostels in Raipur, Naya Raipur, and Bilaspur.
