Raipur, October 9, 2025/ Chhattisgarh’s digital progress and technical capability were impressively presented on a national platform under the leadership of Chief Minister Shri Vishnu Deo Sai. At the Round Table Conference of State IT Ministers, held as part of the India Mobile Congress (IMC) 2025 at Yashobhoomi, New Delhi, the State’s Finance Minister and Cabinet Minister, Shri O. P. Choudhary, represented Chhattisgarh and presented the state’s vision for digital and telecom development before the nation. He stated that the efforts being made by the Central and State Governments for the coordinated development of telecommunication infrastructure are an excellent example of cooperative federalism.
In his address, Finance Minister Shri Choudhary specifically emphasized the need for mobile network expansion in the state, investment opportunities in the Information Technology sector, cybersecurity, data center development, and the promotion of new technologies. He presented a strong case for the expansion of mobile towers and high-speed internet in Chhattisgarh before the Union Communications Minister Shri Jyotiraditya Scindia at the Indian Mobile Conference. He also invited various states to establish Data Centers and Disaster Recovery Sites in Chhattisgarh due to its low seismic risk.
In the conference chaired by the Union Minister of Telecom, Shri Jyotiraditya Scindia, Shri Choudhary informed that the Chhattisgarh government is fully committed to the rapid development of telecommunication infrastructure in the state. In this regard, the state has notified the Right of Way (ROW) Rules, 2024, issued by the Government of India, making them effective from January 1, 2025, and has decided to onboard the Central ROW Portal.
Shri Choudhary informed that telecom expansion in Left Wing Extremism (LWE) affected areas of Chhattisgarh is a priority. Approximately 1,600 towers are being established in the state’s low-population density and security-sensitive districts. He requested that a special category concession be provided to Chhattisgarh in the current mobile network expansion schemes—LWE Phase-I and II, Aspirational Districts, and 4G Saturation—to further strengthen network connectivity in these areas.
Additionally, he stressed the need for sanctioning additional towers in Chhattisgarh under upcoming network expansion schemes, such as the “Dharti Aaba Yojana,” and the creation of a new state-specific scheme. He stated that approval for new projects for satellite-based connectivity is necessary in the state’s remote forest areas, where mobile network expansion is extremely challenging.
Under the Digital Bharat Nidhi (Digital India Fund), Chhattisgarh has submitted a proposal worth ₹3,761.15 crore to the Government of India for the BharatNet Project Phase-III, through which 5,659 Gram Panchayats (Village Councils) in the state will be provided high-speed internet connectivity via optical fiber. Shri Choudhary urged for the swift approval of this proposal, stating that it would enable the state’s Gram Panchayats to connect with services like telemedicine, e-governance, and digital payments, thus realizing Prime Minister Shri Narendra Modi ji’s dream of Digital India.
He also informed about the progress of the state-of-the-art State Data Center and Managed Security Operation Center (MSOC) being established by the Chhattisgarh government in the field of cybersecurity. Shri Choudhary said that due to its geographical location, surplus electricity availability, Seismic Zone-II classification, and attractive investment policy, Chhattisgarh is becoming the country’s new emerging hub for the data center industry. Rank Bank Data Centers has launched India’s first AI-Optimized Data Center Park in Raipur with an initial investment of ₹1,000 crore, which will increase to ₹3,000 crore over the next five years. This facility spans 13.5 acres, provides 80 MW capacity, will house 1 lakh GPUs, and is expected to create over 500 high-skilled jobs. Additionally, ESDS Software Solutions has proposed the establishment of an advanced AI-based data center in Raipur with an investment of ₹600 crore.
On this occasion, Shri Choudhary invited the Central Government, Public Sector Undertakings (PSUs), and other State Governments to establish their Disaster Recovery Data Centers in Chhattisgarh. He also informed that the Chhattisgarh government is fully committed to providing all necessary facilities to all data center investors through a single-window system.
